Cicero's voice actor did the best job in my opinion. I also liked a lot of the dragons' voices, but they were rather inconsistent with their pronunciation of words in the dragon language. Wes Johnson is of course also awesome, reprising his roles as both Sheogorath and Lucien Lachance, as well as doing an amazing job as Hermaeus Mora.
